Town of Tillsonburg is looking for a Manager of Legislative Services/Clerk who would perform the statutory duties of the Municipal Clerk and manages legislative services. This position serves as the principal advisor to the CAO on the Municipal Act, Planning Act and Municipal Elections Act. The Manager of Legislative Services/Clerk is the official minute taking secretary for all Council meetings and provides technical and governance support to members of Council. This position also oversees the Corporate Communications and coordinates Legal Services for the Town.
This is a permanent full-time position with an excellent benefits package including immediate group benefits coverage, OMERS defined pension plan and free Employee Health Club Membership at the Tillsonburg Community Centre.

Responsibilities
- Assume management responsibility for all services and activities of the Clerk’s Office.
- Maintain up to date knowledge and compliance of Ontario Legislation including but not limited to the Municipal Act, Municipal Conflict of Interest Act, Municipal Elections Act, Accessibility for Ontarians with Disabilities Act, etc.
- Fulfill and discharge all statutory obligations of the Clerk and serves as procedural advisor on issues of governance.
- Participate in the development of the Town’s Annual Operating and Capital Budget, particularly the Clerk’s Office and Council budget needs.
- Responsible for the preparation and distribution of agendas and support material for the Town Council and attend meetings including Closed session meetings.
- Assist other departments in Council directives.
- Communicate decisions of Council to appropriate parties subsequent to meetings.
- Responsible for the electronic record keeping system for all records, including Council minutes, by-laws, agreements and other important documents.
- Conduct municipal elections, ensure compliance with the Municipal Elections Act and act as Returning Officer for the municipality.
- Administer Oaths or affirmations as a commissioner under the Commissioners Affidavits Act.
- Oversee all public records FOI requests in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
- Act as a Division Registrar.
- Act as the lottery license officer for the municipality in accordance with the AGCO.
- Oversee licensing requirements/processes of the municipality.
- Assist with the administration of the Municipal Freedom of Information and Protection of Privacy Act.
- Provide assistance to the Mayor and Chief Administrative Officer.
- Oversee and supervise all requirements under the Accessibility for Ontarians with Disability Act (AODA) and ensure the Municipality is in compliance with that act.
- Oversee the Council Committee structure and application process; this includes preparing reports for recommendations for committee composition and appointments, including preparing and updating the council appointment by-law.
- Marriage Officiant for the purpose of performing a civil marriage service.
- Oversee Corporate Communications including municipal, social media, internal communication system, municipal newsletters, media releases, annual reports and preparation of corporate templates to ensure consistent visual identity throughout departments and enhance public engagement through various means.
- Manage the Town website and other communication networks to effectively communicate the Town’s messaging while also receiving feedback and information from the community and other stakeholders.
- Coordinate legal services for the Corporation to ensure efficient and effective use of legal resources, ensuring updates on best practices or recent legal decisions impacting the organization.
- Follow safe work practices relating to job responsibilities and understand the Occupational Health & Safety Act as it relates to the work environment.
- Perform other duties as assigned.
- Adhere to all policies and procedures for the Town.
Qualifications
- University degree in related program.
- Minimum three (3) years progressive experience in public administration, preferably as a Municipal Clerk or deputy with a proven record of municipal legislative and records management services.
- Minimum three (3) years in a supervisory role.
- Accredited Ontario Municipal Clerk (AOMC) or Certified Municipal Officer (CMO) designation is considered an asset.
- Successful completion of the Municipal Administration Program is an asset.
- Thorough knowledge of the Municipal Act, Planning Act, Municipal Elections Act, MFIPPA, Municipal Conflict of Interest Act, Lottery licensing Act and other legislation related to municipal governance.
- Ability to exercise discretion and tact and to maintain a high degree of confidentiality.
- Excellent written and verbal communication skills and ability to deal in a professional manner with the members of the public, employees, various professionals and government agencies.
